These command-line tools convert to and from most any two-dimensional graphics format.
ImageMagick
From the web site: ImageMagick 6.1.0 is a robust collection of tools and libraries to read, write, and manipulate an image in many image formats (over 90 major formats) including popular formats like TIFF, JPEG, PNG, PDF, PhotoCD, and GIF." It also has command-line utilities for many common functions.
GIMP
The GNU Image Manipulation Program for photo retouching, image manipulation, and image authoring.
